Office of Charitable Gaming

Leadership

Meet the leaders who guide the Office of Charitable Gaming and support its mission to ensure integrity, transparency, and responsible oversight of charitable gaming throughout Louisiana.

Meet the Leadership Team

Jarrod J. Coniglio

Secretary of Revenue

Leads the entire Department. Sets department-wide policy and oversees all of LDR's operations — tax administration, alcohol and tobacco control, charitable gaming, and legal affairs — under the general supervision of the Governor.

Brandea Averett

Deputy Secretary

Second-in-command. Supports the Secretary across the Department and serves as acting Secretary in the Secretary's absence.

Laura Lapeze

Undersecretary — Office of Management & Finance

Runs LDR's internal business operations: budget and accounting, procurement and contracts, information technology, and human resources for the Department and all its offices.
Internal operations — not individual tax accounts.

Bryan Peters

Assistant Secretary
Tax Administration Group I

Oversees individual income tax and sales tax administration, tax-return processing, taxpayer customer service, and the Department's tax enforcement, collection, and debt-recovery functions.

Andrew Perilloux

Assistant Secretary — Tax Administration Group III

Oversees the Department's tax audit and compliance functions — field audits, audit review and appeals, criminal investigations, and tax-credit verification — across LDR's headquarters and its district and regional offices.
Relevant to taxpayers undergoing a field audit, a compliance review, or an audit appeal.

Chad Brown

Commissioner — Office of Alcohol & Tobacco Control

Regulates the sale of alcoholic beverages and tobacco — issuing and renewing permits, suspending or revoking permits, and enforcement.
Relevant to alcohol and tobacco permit applicants and holders.

Shone Pierre

Executive Counsel

Chief legal advisor to the Secretary and the executive office on department policy, rulemaking, and governance. (LDR's tax-litigation work — courts, the Board of Tax Appeals, and bankruptcy matters — is handled by the Office of Legal Affairs.)

Katrina Emery

Revenue Tax Director of the Office of Charitable Gaming

Oversees Louisiana’s charitable gaming program, including licensing, regulation, compliance, and enforcement for charitable gaming organizations and related businesses. Leads the administration of gaming activities to ensure operations comply with state laws and regulations. Relevant to organizations, licensees, and businesses involved in charitable gaming in Louisiana.
