BLAIR Portal
The BLAIR Portal is the secure system licensed organizations, manufacturers, distributors, and commercial lessors use to manage their charitable gaming license activity online.
Use the portal to:
- Start or update account information
- Submit license applications and renewals
- Complete required reports and filings
- Upload supporting documents
- Review notices and account correspondence from the Office of Charitable Gaming

Below are step-by-step instructions for the most common email providers.
Gmail
- Open Gmail and click the Settings ⚙ icon.
- Select See all settings > Filters and Blocked Addresses.
- Click Create a new filter.
- In the From field enter [email protected].
- Click Create filter.
- Check Never send it to Spam.
- Click Create filter.
Yahoo Mail
- Open Yahoo Mail and click Settings ⚙ > More Settings.
- Select Filters > Add new filters.
- Enter a filter name (for example, Microsoft Online).
- Set From to contains and enter [email protected].
- Choose Inbox as the destination.
- Click Save.
Hotmail/Outlook.com
- Sign in to Outlook.com.
- Click Settings ⚙ > View all Outlook settings.
- Go to Mail > Junk email.
- Under Safe senders and domains, click Add.
- Enter [email protected].
- Click Save.
